Dr. Kulbok is the Theresa A. Thomas Professor of Primary Care Nursing and Professor of Public Health Sciences at the University of Virginia (UVA) in Charlottesville, VA. She coordinated the Public Health Nursing Leadership track of the MSN Program at UVA from 1994 to 2017; she also serves as acting coordinator of the Health Systems Management track of the MSN Program. She was Chair and member of the ANA workgroup to revise the Public Health Nursing: Scope and Standards of Practice (2013, 2007). Her current research is focused on sustainable wellness and health behavior transitions from adolescence to adulthood. She previously served as Chair of the Environmental and Public Health Expert Panel of the American Academy of Nursing; as President of the Association of Community Health Nursing Educators; and member and Chair of the Quad Council. She holds a BS in Nursing and an MSN in Community Health Nursing from Boston College; earned her doctorate at Boston University; and, did postdoctoral work in psychiatric epidemiology at Washington University in St. Louis, MO.

Research Focus

Dr. Kulbok was PI of an inter-professional, cross-institution, three-year grant funded by the Virginia Foundation for Healthy Youth: Partnering with Rural Youth and Parents to Design and Test a Substance Use Prevention Program (2009-2012). This project used innovative methods including Photovoice and Geographic Information Systems to assess a rural community. Her research team completed three qualitative studies of protective factors in tobacco-free adolescents in urban and rural regions of Virginia. She has had pre- and post-doctoral fellowships and R-15 funding focused on secondary data analysis of adult and adolescent health behavior including substance use. In addition, she developed the Multidimensional Health Behavior Inventory (MHBI) for use with young adults.

Clinical Focus

Dr. Kulbok’s clinical focus is on public health nursing leadership and emerging roles for advanced public health nurses. She is particularly interested in community participatory health promotion and adolescent health promotion and risk reduction.

Teaching Focus

Dr. Kulbok coordinates and teaches in the public health nursing leadership (PHNL) specialty track of the MSN program. She was co-director of the Nursing Leadership in Rural Health Care, advanced education nursing (AEN) training grant (2009-2012) and formerly co-directed an AEN grant in Leadership in Public Health Nursing and Health Systems Management (2003-2006). These training grants led the UVA School of Nursing in the provision of quality, distance education for nurses living in rural areas of the South. Her teaching focus is in PHN leadership, rural health, health promotion and health behavior research, and nursing knowledge development related to nursing science and public health nursing.
